The King is required to hand over the Crown Prince (Shin Ki Joon) as hostage to save his people. Interior Minister Choi Myung Kil (Lee Byung Hun) agrees to negotiate with the enemies, but Minister of Rites Kang Sang Hun (Kim Yoon Seok) argues to fight to the death.
